"Finally(better late than never) Apple published iOS 7.1.1 which fixes our issue. I also upgraded and managed to tether my internet. Anyway I feel very sorry for those who were affected by this issue(because they need it for their job and/or studies) and I unterstand their reaction. But keep in mind that at least they fixed it, and we shouldn't blame Apple for unreal things(like they did it on purpose, even if any evidence says it was a bug). Keep using our iphones until we can."
"I'm happy to report that iOS 7.1.1 has also fixed the personal hotspot bug for me.
For reference, I have an iPhone 5 on Base, Belgium.
Carrier settings have also been updated from 16.0 to 16.1
Outstanding issues still to fix:
- unblocking of 4G for all Belgian operators
- enabling voicemail button for Base customers
(I still have to use my workaround of programming voicemail as a contact)

to Apple, it was interesing that Apple didn't admit in their 7.1.1
release notes that they fixed (or put back after complaints) the
personal hotspot bug. They just slipped the fix in, just as they slip
features out when it suits them!"

Apple must have, at least, acknowledged the issue past month and a half.!!
But anyhow, as we say here - "Der aaye Durust aaye.."
